Pay for first time hires to the Federal Government will typically be set at step 1 salary range for their respective grade level.*
As a technical expert, may serve as a project leader or consultant to oversee and coordinate a staff of IT specialists involved with all phases of the life cycle of a major finance and/or accounting automated information system.
Identifies how system modifications or new systems or subsystems affect current systems; prepares cost analysis; establishes target completion dates; and prioritizes proposed system changes or developments.
Performs staff assignments related to IT project planning, monitoring, and/or coordinating systems life cycle functions.
Participates in systems requirement reviews and coordinates with customer/functional representatives and other technical personnel to clarify requirements.
Coordinates maintenance and support activities of a major finance and/or accounting automated information system with IT specialists, project managers, and functional users to ensure system adequacy and efficiency.
Serves as the primary contract technical advisor for several contracts.
Assists in the administration of contracts and provides input into development of statements of work, establishment of project objectives and project plans, evaluates technical proposals, and monitors contractor?s work performance.
Occasional travel – You may be expected to travel for this position.

Customer Service- experience maintaining relationships with customers, assessing current information technology needs of customers, and developing or identifying information technology products and services that are tailored to meet customer needs.
Oral Communication- briefing mid-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of technical information to a non-technical audience.
Problem Solving- identifying alternatives to address complex information technology-related issues by gathering and applying information from a variety of sources that provide a number of potential solutions.
In addition to meeting the basic requirement, qualified applicants must possess: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-12 within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized Experience is defined as experience installing, configuring, securing, updating including upgrading and monitoring business applications with knowledge of web mid-tier layer, file transfer protocol (ftp), performance tuning and application layer issues.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education is not substitutable for specialized experience for this grade level.
This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense via delegated authority by the Office of the Secretary of Defense. Positions may be filled as permanent or term with a full-time or part-time work schedule. Pay will vary by geographic location. Per DFAS 8570.01-I, as a CONDITION OF EMPLOYMENT, this position requires the selected candidate to obtain and maintain a DoD-approved baseline Cybersecurity certification, applicable workforce qualification requirements, and, if applicable computing environment certificate. The selected candidate must meet these requirements within six (6) months after entry on duty. Failure to do so may lead to removal from the Federal.

Telework availability will be based upon the mission requirements and supervisory determination.
